I've tried two different workflows to create vector tiles in ArcGIS Pro:
1. Create a vector tile index, then create a vector tile package, and then use the Share Package tool to share to our enterprise portal.
2. Create a vector tile index, and then select the Share as Web Layer option in the Share ribbon (choosing the layer type as Vector tile) to share to our portal
The second option reduces the number of steps and from what I can tell, the end result is the same. Just wondering if there was an advantage to using the first option (i.e., creating the vector tile package and then sharing it as a separate step?)
