It worked for me in arcmap, unless there's an environment setting, you have a selection applied on the dataset it would appear to be a pro issue. (I cant test it in pro).

Were the originals shapefiles?  

Did you try them as featureclasses in a geodatabase if they were?

I attempted to download the data for testing but it looks like the folder is in your trash bin.  Perhaps make this available again and I can do some testing within ArcGIS Pro.

It turns out there was an error when changing the CRS between layers but many thanks!
