Create Hosted Imagery Greyed Out

Hello everyone,

I am trying to create a hosted image service to our Portal. The option to do so is greyed out. Searching through previous posts, seems like it is usually a permissions issue. I looked at my permissions, and I seem to be good to go in that department. Is there anything else I should check in order to do this? I am unsure if we need the Image license since we are using enterprise, or if I am missing something more simple?
