Convert color image to grayscale: Failed to apply Grayscale

ArcGIS Pro 2.9.5 and 3.4.0

I have a sample plan & profile image: https://epg.modot.org/files/9/94/237.4_Plan-Profile_Sheet_Oct_2011.jpg 

I want to convert the color image to grayscale. Use case:

I tried this:

  1. Imagery ribbon tab > Raster Functions > Raster Functions > System > Conversion > Grayscale >  Create new layer

  2. Error: Failed to apply Grayscale

  3. I also tried Colormap to RGB, since that was recommended in a few forum posts.
  4. Error: Failed to apply Colormap to RGB.

Why am I getting those errors? How can I convert a color image to grayscale in Pro?

From the screenshot you provided, it appears that the input raster wasn’t specified when running the tool. Please specify the tif file as the input raster (as shown in the screenshot below) and try again.
