can't create feature

I'm trying to create a single feature in a feature layer and it isn't working no matter what I do.

I've tried to create a feature in that layer but it doesn't show up at all.

I've tried to append it from another layer, but it's not showing in the map this way either.

Is there something I'm missing?  I've never run into this before.

Do you have symbology or definition query on that layer?

See this sometimes if I add a feature and the attribute(s) don't allow it to draw as it is filtered out with symbology of definition query (it is added, just  not visible).

yes this was it.  I didn't think there was a query in place but a closer look revealed this to be the case.
