Can Legend Elements in a Thematic Map Series Show Symbols for Multiple Layers within Each Radio Group?

I am putting together a series of map layouts showing the locations of public and government-owned air sensors in multiple counties across the state. I have a polygon layer for the counties with a binary symbology indicating whether sensors are present in the county, and I have a point layer for the sensors symbolized by unique values indicating the phase that the sensors were activated. I've set up a thematic map series with each radio group corresponding to a phase and containing a checkbox group with a copy of the county layer and sensor layer so that each map in the series shows counties with at least one sensor activated during the phase and the locations of the sensors activated during the phase.

 

As I tab through each of the pages in my thematic map series, the layers draw as I intend them to. However, the legend element I've added to the map layout does not show any symbols for the layers within the checkbox group in the radio group being shown in the layout. It does still show symbols for layers outside of the radio group, though.

 

Does the legend element support showing layers in groups within a radio group? If so, is there a better way to structure my map document so that the legend can achieve this functionality?

If I understand correctly, you would like to show ALL of the layers in the radio group in your legend in your layout.  If this is the case, go to the Contents Pane, right-click on Legend, select Properties and on the Options tab, go down to Synchronize with map and uncheck "Layer Visibility"  Then you'll see all of the radio group items in your legend.

Since there should only be one of four copies of each polygon and point layer showing per map layout, I want the legend to show the symbols for the visible layers and not show symbols for all four copies in the map document. That said, I tried toggling the Layer Visibility setting on and off for the legend element, and there was no change in what was shown in the legend element. I also noticed that, while the layer that's not part of the radio group has "Feature Display Options" available in its legend properties, this set of properties is not visible for the polygon and point layers which are in the checkbox groups within the radio group. Maybe that's somehow related?
