The issue persists in AGP 3..3.1 it is a show stopper to work with complex symbology for polyline layers. we are not able to move forward with such behavior. it is noted, the issue faced when using a feature class stored in file geodatabase and enterprise geodatabase.

Also, someone mentioned that ESRI categorized this issue as a bug, but we aren't able to find the bug number.

I think this issue doesn't matter if it's point, line or polygon... I also had this error popup in a map after upgrading from v2.9 to v3.3 - I wasn't able to use my saved "complex" point symbology - my colleague suggested adding the layer into the map fresh... that seemed to work - unfortunately I now need to re-symbolize my layer... but at least I can used my saved symbol templates. Win?? *sigh*
This worked for me but it would be very nice if it didn't need to happen. Please fix this bug in 3.3 Esri! I work for a large Enterprise company that isn't on 3.4 yet.
Update: my workaround was to create the symbology in 3.5 and import it via a layer in 3.3.5.
I am experiencing this problem in Pro 3.3.5. I have a point layer using Graduated Colors Symbology. Each class has two symbol layers. When setting the properties of the second class the 'Requested operation could not be completed' shows up.

I'm joining the club! Getting this error in 3.6.2 after upgrading from 3.5.x. Working with polygons, stored in file gdb, no joins, multi-layer symbols (but having a fill and an outline are already two symbol layers). Does not seem to affect all maps in the project, but (of course) the most complex ones, which would be a pain to have to rebuild (they are also used in layouts that took ages to build).
ESRI is really sh*ttin the bed on this one.. one of the most imporant factors in creating maps is symbology... not these new tools (eg AI)... get it togehter ESRI and fix this critical issue..
