ArcGIS Pro Layout map frame not honouring page query when zooming to layer

I am creating a map series layout showing a series of sites, with two map frames. I want both frames to be centred on the site boundary for that page. One should show just a satellite image, and the other to show various habitat classifications overlaying the satellite image.

I have set up my map series index layer, with a page query to only show features that match the name field. I then click 'Zoom to Layer' on the index layer. For the first frame I have made, which my map series is based on, that works fine - each page is now centred on the index feature for each field:

I then set up a second map, and a second map frame, and add the index layer into this, alongside the additional layer I want to display in the second frame. I put the same page query on to the index layer. I can see on the map that this page query is being honoured - if I am on page 2 of the map series, only the feature that matches that name is being displayed. However, when I click 'zoom to layer' on the index layer on this second map frame, it zooms to the full extent of the layer, even though that is not visible, rather than the visible feature that matches the page query.

To further test this, I went back to an existing map series layout in another project, with multiple frames and page queries to match the spatial index layer, that had previously been working correctly. If I switch between pages in this map series, all the map frames centre on the feature that matches the page query, however if I zoom out, on any frame except the map index frame, and then click 'Zoom to Layer' on the index layer, it zooms to the full extent of the layer, rather than the feature that matches the page query. I can't explain this behaviour. Seems it might be a bug from the latest version of Pro?

A similar thing is happening with tables. I want to put a table frame into this map series, and I have set a page query on the table to only show the rows that match the index field of the map series. I should have an option on the table frame element pane to select 'Visible Rows' as a query, but this is greyed out:

For the table behavior that is expected. When you have a table frame showing data from a data table, not a layer, the query is always All rows. There is no visible data in the table so it can't show map frame rows or visible rows. Those are visual queries. Does that make sense?

It does sound like you might have a bug with Zoom to layer. I recommend reaching out to tech support as they can troubleshoot thoroughly and log a bug if needed. May I ask why you are using the zoom to layer? Are you using that as part of your output or just exploring your data?
