I selected the Meter option but Pro gets back to Feet in its own!

Is this a bug?

I tried meter for the “distance units” and “location units” and they both get back in their own. Is this a bug?

I’m referring here to the default unit as a new Map is inserted. Why should I have layers to get the “meter” worked?

There should be a bug here! As the “distance units” and “location units” are set to be “meter”, they get back to the native default in their own!

What cloud be the issue here?

The example I showed was for setting them both and it worked in ArcGIS Pro 2.5
