ArcGIS Pro cannot import picture from ArcMap

Graphics in ArcMap that were added with the Insert -> Picture option cannot be imported into Pro with the Import Map function.  ArcMap lets you leave the picture as a path reference or an embedded image, either way it won't import into Pro.  I'm searching for a way to import these several hundred pictures from Map to Pro.  It seems to be impossible with any of the OTB tools.  Could it be done in Python somehow?
