ArcGIS Pro 3.6.2: Overwrite Web Layer Crash

I recently updated from ArcGIS Pro 3.5 to 3.6.2. When I go to overwrite an existing web layer I have published out previously, the application crashes when it tries to bring up the configuration settings for the web layer. My current work around is just publishing out an entirely new web layer because the publish function works strangely enough, but not the overwrite function. I was wondering if anyone else was experiencing this issue and if there is anything I can do to fix this issue?

A little update: I have been doing some troubleshooting and noticed something interesting. I am ONLY having this issue with web layers I published in previous versions of ArcGIS Pro. If I publish the layer as a new web layer and then go to republish it, I do not get a crash, so I'm lead to believe that there is some bug with version compatibility at some level.

So in studying this item, another customer working ArcGIS Pro 3.6.2 saw the same thing overwriting a web layer with a relationship class.  They saw that ArcGIS Pro crashed with layers that have non-sequential ID's. The the workaround is saving the layer as a Service Definition, and uploading that directly to ArcGIS Online or to their Enterprise Portal.
