ArcGIS Pro 3.0.2: How to display the comma separator and set the number of decimal places in the legend?

In the screenshot below, I intended to display the comma separator and set the number of decimal places for the numbers appearing in the legend. It appears that the code below has no effect.

Text($feature.Population, '#,##0')

What could be the issue here?

You should be able to adjust the label formatting in the symbology properties.
