ArcGIS Pro 2.9 not working after windows update. ArcGIS craches when application is starting

This tech article is not necessarily related to the Windows Update situation you're describing but does have a solution/workaround to perform a ArcGIS Pro installation repair.  Try this first and then try to start up ArcGIS Pro again.  Does it crash?  Please advise.
