ArcGIS Pro 2.8.4: A model builder tool fails to respect the scratch workspace environment and ends up with an error,
Despite the fact that the scratch workspace environment is set properly, the marked tool in the screenshot below fails to respect this scratch workspace and ends up with an error. The “validate” tool is performed with no luck to resolve the issue
What could be the issue here?

The issue continues to persist, occurring all the time. The "scratch workspace" is set, but the model tools fail to respect it. This is a very common problem.
