ArcGIS Pro 2.8.4: A model builder tool fails to respect the scratch workspace environment and ends up with an error,
Despite the fact that the scratch workspace environment is set properly, the marked tool in the screenshot below fails to respect this scratch workspace and ends up with an error. The “validate” tool is performed with no luck to resolve the issue
What could be the issue here?

Not all tools support all environments. Check the bottom of the link I posted for the "Select" tool
Be prepared for the fact that the workspace and scratch workspace settings might be ignored by any given tool and just work around it.
That documentation is wrong because the code is buggy. Just how it is.
This needs to be highlighted to esri as an idea for enhancement. The “scratch workspace environment" is supposed to be respected by all model builder tools anyway

The issue of scratch workspace environment, extent, and mask persists to exist even in Pro 3.1.5
I can't find anything on the public facing Tech Support site, perhaps it hasn't been reported by anyone if it is widespread and not just in your situation.
