Append tool not adding attachments (geodatabases are updated)

I am trying to run the Append tool to add the features from feature class to another. However, I keep getting "Warning 001177: Attachments are not supported in this Geodatabase release."

Help says the feature classes must be stored in a geodatabase from the 10.0 release or later.

But I checked the databases for both feature classes and they are indeed up to date from the 10.0 release. 

What else could be happening here?

No, I have an Advanced license.

The target database an enterprise? If so, are attachments enabled for the feature class?

Not enterprise either. Maintain Attachments is checked.

I can actually see where it has created a table for attachments in the target geodatabase, but it's empty. hmmm...

You may be able to turn off the attachment option and then turn it back on. Since there are no attachments you’re at no risk of loosing them. With enterprise GDBs I have seen issues if a feature class is already populated when attachments are turned on. Obviously you’re not dealing with an enterprise environment but maybe something similar happened?
