3x3 Grid For A Grid Sampling Analysis

Howdy,

I need to create a 3x3 grid within each circular polygon pictured below, all of which are different areas, and I'm struggling to find a tool that will allow me to do this. 

Initially I had created one polygon feature class, however I have now split each polygon into its own layer and grouped them all together as pictured below.

I have tried Create Fishnet, Generate Tessellation, Grid Index Features, and Generate Grid From Area and I have not been able to achieve my desired result. 

Any help or suggestions would be greatly appreciated. Thank you.
