2.9.5 Patch install Installation Source error

We (at work) are trying to update/patch ArcPro 2.9.3 to 2.9.5. We have downloaded the patch file and when we try to apply/install it, we get the following Windows Installer error:

"The installation source for this product is not available. Verify that the source exists and that you can access it."

Our work computers are running on Windows 10 Enterprise.

I and another colleague have installed it on our own computers without issue. His computer is on Windows 10 and mine is on Windows 11.

@RobertHavens ,

1) Right click on the patch file and go to Properties.  Make sure it is not blocked as a coming from another source.  If it is blocked there will be a note at the bottom of the properties with an "Unblock" check box.

2) copy the patch file to the system locally, do not run from a network share.

3) try running the file "As Administrator"

Thanks for the reply Lance.

File is not blocked, and we and our admins tried to run as administrator without luck. File is local as well.

I have a feeling that it is not the file but a policy setting on the computers having the issue. It is strange though that, 2 computers in one office installed without issue. 4 others have the same problem as me.

Will update what the solutions works out to be.
