Connecting Service Valves to Multiple Private Lines

Hi all, this is my first time using the Esri Community! I am currently using ArcGIS Pro 3.0. 

I am currently working on a project where I have to create multiple private lines that connect to a service valve. At the end point of each line is an address point (all the houses and business) and a service valve near each address point. In some occasions, there is only one service valve (as multiple address points must connect to one service valve, I hope that makes sense). 

For the first method, I attempted to use the XY to line tool by obtaining the coordinates for the address points and the service valves. For the map layer, the projection being used is State Plane, however when the lines are created, it is using the WGS 1984. When using the XY to line tool there is a parameter in which I can set the projection however, when setting it to State Plane, no lines seem to appear on the map (or show up in the attribute table). 

I have also attempted to change the projection of the private lines back to State Plane, but this results in the lines showing up in a different location (Project tool). 

Lastly, I have also attempted using the point to line feature using this method: https://gis.stackexchange.com/questions/285304/seeking-alternative-to-arcgis-water-utility-tools-to-...

however that results in many missing connections.
