1st Time Formatting Legend in ArcPro

I'm trying to format my legend in ArcPro to match this physical map, shown below, which was made in CAD. That legend is alphabetized and consists of, in three columns, the road name and suffix, road type and number, and its location on a grid that borders the map. For example: Washington Street CH-0606 N-2,O-6.

 My legend has road names, but I don't know how combine that with the road suffix and road number. I also don't know how to add a border that acts like a grid or how to assign grid numbers to the the roads. Finally, is there a way to wrap the legend around the top of the county? Below is my current legend.

Apparently layout view has its own grid in the Insert tab, under Map Frames, click the Grid Icon
