As is provided by virtually every graphical design application in the world for decades: this is a request to simply keep objects centered when resizing with the ctrl key. For some reason, Esri has chosen to make this frequent action cumbersome, especially given the lack of implementation on these ideas, which would help with the quickest workaround:

The implementation of these items would be a huge timesaver. Managing layouts in ArcGIS Pro is a feature-poor hassle -- let's get some quality of life improvements done sooner rather than later. This is time that seriously adds up.
