Update "Alter Domain (Data Management)" tool to update feature service domains

Before the most recent updates to ArcGIS Online, we had the ability to manually updated feature service JSON's to modify a domains split policy. It now seems this is no longer an option (see discussion here: Re: Splitting tool wipes values from AGOL feature ... - Esri Community). 

It would be REALLY USEFUL if we had an option to update feature service Domains the same way we can with geodatabase Domains using the "Alter Domain" tool.

I agree a tool that directly updates the service definition would be useful. 

I would be happy also if the  BUG-000148135  concerning the REST API and the split policy was addressed soon.

It seems that the REST API needs more maintenance effort in general.

Here is another BUG-000145205 that appears to work in the REST API but really doesn't.

I wanted to add a new sub-layer to an existing Group feature layer. The new layer appears in the REST API  but it is invisible with AGOL items list.   The funny thing is with the new search capability in the June 2022 AGOL release, it will find it as if it is part of the hosted feature group layer.

Agreed this would be very helpful for hosted feature layers where we cannot edit their detailed domain info without having to download, alter in pro, and re-publish!
