Tools with Output Location Dialogue box not intuitive

Tools in ArcGIS Pro 2.5.1 that use the Output Location Dialogue box, such as Table to Table, allow the user to browse to a folder.  There's even a dropdown on type that includes Folder.  However, the window at the bottom says Name, and will only accept the name of a file geodatabase.  If you want to export the attribute table of a feature class to a .csv file, you have to either click on the folder you want so that it's highlighted and then click the OK button - leaving the Name window at the bottom blank, because you've done this before and know that's what you have to do - or avoid using the dialogue box altogether and just paste in the file path in the tool itself.  It's extremely frustrating to have a window at the bottom of the dialogue box that can never be populated when populating that window seems to be what the dialogue box wants you to do.

 

This dialogue box is meant for giving the output file path AND the name of the output file.   Either all tools that use this dialogue box should be using it to set the file path and name, or a new dialogue box should be created that is not looking for a name, and will accept a file path.
