In ArcGIS Pro, setting up map layouts with multiple layers across different map frames has been difficult since the software’s release. The issue is that there’s no option to “lock layers” or “lock styles” within a map frame.
If this feature existed, users could reuse the same map across multiple map frames in a single layout, instead of having to create numerous duplicate maps with only minor differences.
Adding this functionality would be a major quality-of-life improvement, especially for cartographers and anyone who regularly builds complex map layouts.
it seems to be in the current Product Plan for near-term.
I'm nervous about the way it will be implemented but agree with the concept.
I'm actually having trouble understanding the request and how it relates to the replied roadmap item.
The roadmap item itself is clear enough, but it's not what I think of when reading the OP's idea. To me it sounds more like you want to lock layers so that they can't be inadvertently changed to suit one Map Frame, which then impacts another existing Map Frame/Layout that uses the same source map? It should remain consistent across all layouts. Is that right?

This does not sound like it would satisfy the same goals, in being able to lock a layer and a style in a specific map frame and sounds like something else.

I'm just a guy with an Esri renewal notice in front of him that hopes that if they implement it, they do it properly without hosing something else in the process.....
