Improve Degrees and Decimal Minutes Option in Reference Grids

1. The Degrees and Decimal Minutes option is buried as a subset of Degrees Minutes Seconds. It should be considered a specific format in its own right.




2. It is not possible to set Degrees and Decimal Minutes to a user-specified number of decimal places. The option exists, but it doesn't work.
