In arcmap we can view ENC S-57 format.  

Do de same in Pro.  Waiting for the S-100 is not a choice for us since now, and for many years, S-57 stay in place.

Having to maintain arcmap just for that is not easy.

ENC Chart Viewing has been moved into the Near-term group in the ArcGIS Pro Roadmap: https://community.esri.com/t5/arcgis-pro-documents/arcgis-pro-roadmap-june-2022/ta-p/1187498 Near-term is defined as the next release or two.

In ArcGIS Pro 3.1 ENC layers have been introduced as a new layer type. ENC layers allow you to visualize and interact with electronic navigational charts (ENCs) that conform to the S-57 standard of the International Hydrographic Organization (IHO).

Yes, can't wait to see if it's working.  Have to get back to 3,0,1 since 3,1 doesn't work.  When ESRI will correct the bug, if it's working, we will be able to finally move away of arcmap.

ENC with S-57 are working fine in ArcGIS Pro 3.1, but probably not the way
people were expecting.
You can drag / drop the .000 file into the workspace (Map and also
StereoMap), but it would be as base map.
Then you create GDB with .xml, this will create a base for your GDB. Then
you use the geoprocessing tool import ENC to GDB and add your .000 file
into it.
So what you will have is a GDN with all the features that you can query to
check an attribution with the same ENC as BaseMap under it.
This is not what we wanted, but it is something we can work with.

For us, we only need to be able to see it, query and interrogate layers of ENC to check conversion since we use global mapper to parse ENC then export to file geo database.

You said : Then you create GDB with .xml, this will create a base for your GDB.  Do you work with Nautical version of Pro?  If like us with the base version, the .xml you referred to is available where? If we can save the conversion of Global mapper...

I have several licenses that most probably you will need to have, to be
able to work with ENC's, one of them is Maritime and it could be the other.
The file should be available on each system where the ArcGIS Pro
software is installed.
Search for NAUTICAL_ENC_TEMPLATE_GX_EXTCLSID.xml

If you could not find it, ESRI have a guidance on that:

I am not creating new or manipulating ENC's in any ways, I am using ENC as
guide during and after compilation for proper attribution and for the areas
that are not compiled or not visible to me on imagery, and because we
cannot use identity on the ENC base map on each individual feature, I
create the GDB for that reason.

Big disappointment.  I reinstall 3.1.2 to see S-57 layers, since 3.1 is not working and had to go back to 3.0x to make export of my project. 

S-57 is still unavailable to Pro 3.1.x or I miss something. Still need arcmap since, unlike you imply, and the release said "Yes now you can see an import the ENC folder", importing S-57 gives only the layer name, not the content.

 Like you can see the folder of ENC data, CA43MMHA is empty where in arcmap everything is available.

Remember, I saw that in the basic arcmap and now in the basic Pro.

Most probably you do not have a Maritime licence, but even without it you
can still load ENC-S-57 data into the project area (it will be as base
map). To be able to have the matching data from .00 file you need to do
geoprocess "Import S-57 into GDB" where you will have the proper template
that has been mentioned in ArcGIS Pro Manual.
Additionally you lad the same .00 file into Stereo Map environment, that is
very helpful if you work with stereo 3D Imagery or data

Sure I don't have maritime licence. So import is block, I try.

That's the point.  I do not need to import in fgdb.  We use global mapper for that.  Simplier, cheaper for doing just that, import to fgdb or shp.  The point is to make check with S-57 before the import is done.

Why it's possible to look and manipulate S-57 in basic arcmap but lack this simple feature in Pro.

Hi Marcel.

You can load ENC from version 3.1 forward. You use the Add Data button to browse to a .000 file to add it to the Contents pane.

If you click on the ENC in the contents pane, you will see a new tab called ENC Layer.

From there you can access the Symbology pane, which provides S-52 Display Parameters.
