Do Not Activate ArcGIS Pro Window While Loading if User has Switched Applications

Well, I'm not versed in the proper terminology for this, but I hate it when I open ArcGIS Pro and start it loading up and then I switch to another app to do work in the mean time.  Routinely, it will reactivate ArcGIS Pro, what seems like multiple times.  If I switch from ArcGIS Pro to another app while it is loading, it should keep loading in the background and not reactivate itself.

For the last few versions it seems to come & go as you update Pro, .Net, and other Windows' components. 

I get the impression something is broken in the Pro <> Windows integration and I've now seen it behave differently on different machines while the same version of Pro is installed.  As mentioned in elsewhere, I think this is affected by a change in Windows or Pro - not the actual update/upgrade/patch, but the fact that something changes triggers this behaviour.

At the moment, for me, with 3.5.4 and 3.6 it seems better - due to the number of times I restart 3.5 & 3.6 a day to avoid the slowdowns and copy-freezes, I am very glad I'm not seeing this behaviour!!
