It would be really nice if custom scales could be set for symbology. We can set custom scales for our zoom and our labels but not our symbology. The default scales [1:1000, 1:5000, 1:24000, etc.] works great until we've customized the scales of everything else.
For illustration:
The scales available are derived from the map scales. So you can set up your map scales however you want through the customize option:
and that is what will be available when setting ranges for symbol classes:

Does that help?
When in Symbology, on the Scales tab (see image below), it would be helpful if we could put in custom scale settings. I am finding the jump from 1:100,000 to 1:500,000 to be troublesome. Particularly in this instance with roads (or other line datasets) where things are looking cluttered. Even a stop in between at 250,000 or 300,000 would be better. Some of these jumps in scale are just too large and make this feature difficult to use.
So, after I posted this I found another post: https://community.esri.com/t5/arcgis-pro-ideas/custom-scales-for-symbology/idi-p/922806
That post has a solution, just sharing for others that may come along.
