Better indexing of layers for publishing

As part of an issue with not being able to add relates easily in this idea/enhancement request, please improve the relationship indexing if new relationships are added to avoid duplicates and having to manually search and increment them.

Reindex or check if the index is taken before assigning it.  Expose these Layer ID's properties in the describe object Class as a get/set so that we can programmatically review and assign layer indexes. The current workflow is painful due to needing to remember what id is next, the multiple clicks in popups needed get to the layer index property and adjusting them so that this error does not happen.

I know there is the Auto assign, but this does not help when the Id's have already been assigned. Once they are assigned, there is no way to clear them out and when new layers are added to the map, like points and polylines, the indexing gets out of sequence and ugly.

Only way to manage this is to have a working copy Map document and once all of the layers/ related data is added, create a new map to copy the layers over and then add the index.

Starting from a Map without layer ids, the Auto layer id assign seems to fail and assign duplicate Id's that need to be resolved before publishing.

Clicking the "…" and "Change General layer Properties" doesn’t help and just opens the Relates popup.

What relate from this list is causing this issue?  Expanding each relate still doesn’t tell me which one is duplicated, it's just more clicks and we have no idea what index is already taken...
