It appears that the Group Header and Group Footer in a Report in ArcGIS Pro (2.4.0) are NOT resizable. All other areas are and according to ESRI Tech Support if might have been created that way by design.
It would be nice to have more control over these two areas and being able to resize them according to the user's needs.
