Apply Transparency to Layout Items
I don't know if I agree that this idea should be marked as implemented. The request is for setting transparency on layout items; the enhancement that you're linking to only deals with pictures.
For everything else, you still must set the transparency on each individual element of the graphic, which can cause issues.
So this idea is to apply transparency to layout elements without having to set individual color transparencies separately - which can lead to issues like those described below.
Not only are there a lot of different elements, strokes and fills to hunt down...
but since transparency is then set on individual strokes and fills, when they overlap, they have the effect of becoming much less transparent in these areas - see the division marks below. Every element is 20% transparent white, but it appears nearly opaque in areas of overlap.
