Deploy of Gas and Pipeline Referencing Utility Network Foundation

I have been trying to install the Gas and Pipeline Referencing Utility Network Foundation version 2.2, but I keep receiving the message the it fails. Is there a way to directly download the zip file with out this "deploy" process.

Thanks @JSchroederJSchroeder. Seems Item with ID: 2e99d3c01c3f492b96bea2e027be30c2 has GasPipelineReferencingUtilityNetworkFoundationV2_3 zip file and blocked due to company security checks. When we try explicitly, package is downloaded.

For me, the solution was provided by @TomDeWitte . He was very kind to e-mail me directly the zip file.
