Our parcel data is managed using a single polygon feature class. We also have another polygon feature class for the right of ways. Is there any best practices regarding how to manage this features in a parcel fabric model? We are evaluating a possible migration to parcel fabric but still have many questions regarding data management.

At least in the Pro parcel fabric, the "separate feature class" model is actually how it works there, too. Importing your ROW layer to its own parcel type in the fabric is as simple as running the Append tool. There are extra steps to update the Records layer, but as far as getting the features themselves in, it might be the easiest step!
