World Street Map source data

We are using the World Street Map data as a basemap in an ArcGIS Server application. To highlight states and counties of interest, we would like to use administrative data layers on top of World Street Map. Our first thought was to use the ESRI Data and Maps data, since the admin boundaries should match, but it doesn't look like that is the case, especially for Puerto Rico and Hawaii. Is there any way to access the county and state boundaries that are used in World Street Map?

Dear Katie,
Since we (ESRI) use different data sets at different scales, the answer to this question (and the possible options for the use) vary with map scale.  If the you could please provide us with the display scales that your organization is interested in we could provide a better answer.  As a general note most of the data license agreements we have for the StreetMap product with commercial data vendors allow us only to provide �??pictures�?� of their data, we do not have contractual rights to redistribute the under lying vectors.

Thank you for this information. In our application we would like to overlay the administrative boundaries for scales 1:18,056 to 1:1,155,581 for the US and Puerto Rico. It seems like the ESRI Data and Maps data matches the World Street Map service for everywhere except for Puerto Rico and Hawaii.

Hi Katie, sorry for a long-waited response.

The boundaries service in Data & Maps for Puerto Rico are primarily based on one data source, while Street Map service is based on different data source.  Boundaries data is more detailed than the Street Map data for Puerto Rico, which also is currently used in ArcGIS Online World Street Map service. 

Our most recent update to the World Street Map includes more detailed data for Puerto Rico and aligns much better.  We are planning to deploy this update to the World Street Map in early September, which hopefully should resolve the issue.

The only other difference is that the World Street Map is in Web Mercator �?? Auxiliary Sphere whereas the Data & Maps data is in GSC WGS84.  ArcGIS is able to project the Data & Maps data to match the coordinate system of the World Street Map, just wanted to make sure that this is known.
