I have a webapp that uses GIS attributes to link to a variety of organizations' non-ESRI webpages that don't use HTTPS.
I'm now getting a warning in the popup editor that HTTP links will stop working later this year and that I should update to HTTPS I also read this link:

Our organization is set to "HTTPS only" and the links are still working so can I presume that these non-ESRI external links will be unaffected by the December change?
Here is an example with regular HTTP:
