For use in Field Maps, is it possible to have a webmap with a hosted feature layer that’s editable (to edit existing data), but does not allow for the collection of new data?

You should be able to set this up in the Settings tab for the Hosted Feature Layer.
Go to the Feature Layer Item Details Page.
Click on the Settings tab >
Scroll down to Editing >
Under 'What kind of editing is allowed?' uncheck 'Add'. This will prevent users from adding new features, while allowing existing features to be updated.
Alternately, if you need to allow Adding new features to the Hosted Feature Layer in other maps or apps, then you could create a separate View of the Feature Layer and modify the Edit Settings for that View, and bring that View into your Field Map.
