Use one layer to automatically filter another

I have some point data that I am filtering based on a field called "Proficiency". I would like to use the attribute field "Name" in the same layer to filter another layer based on that layer's "Name" field.

Based on what I've seen in the Filter action options, it looks like I can only use the "Proficiency" field to affect more than one layer. Basically, I want to limit the results of another feature based on the results of a filter applied to a different layer. Due to the size of the data, I can't have everything in one layer, so I need this relational functionality. 

Is there another widget I can use or another method that I haven't thought of? I wanted to try a spatial filter by making buffers out of the points, but I don't even see the spatial filter option anymore in the Layer Actions.
