We are having a 'strange' issue recently.
We have a table published from an uploaded *.csv file to ArcGIS Online as a feature layer.
The feature layer is shared via a Group which allow members updating the contents.
Our issue is ONLY admin/owner of the feature layer can see the 'Update Data' button.
Other uses in the GROUP can't see the 'Update Data' button in the overview tab.
PS: other users can perform editing in the table of 'Data' tab.
Wondering is this expected? or something we are missing to allow the group users to be able to 'Update Data'?
1. Group Settings.
2. Admin/Owners can see the 'Update Data' option.
3. Feature Layer Settings.
4. Other users (Publisher role) can't see the 'Update Data' option.

Yes, this is expected. Only the item owner or the organization administrator will be able to view and use the Update Data dialog on the item details page.

I'm confused on this one. I too have this same issue. I have a user who for the past year has been making updates to a shapefile. This user is in the 1 and only group I have created for my organization and up until today they've been making updates and all of a sudden they can't anymore. Why would this happen? We've done nothing on our end to cause this?
