If you are referring to the time slider of a web map, it can be disabled/hidden by the map owner. If the map is saved with the time slider hidden it will not show up when you open the map.

I've been using web maps for over 3 years and this has never been true in my experience, if it's enabled it pops up every time, not matter how many times I close it and save the map.
It's crazy to not have a default on or off toggle on the time slider settings since that would be the logical place for it. Instead you have to go digging to find the layer you enabled it for, good fun.
I concur that this issue is not resolved. The only way to prevent the time slider from appearing is to disable time for the layer. I remove the time slider from my web map each time and save the map, but the time slider has reappeared each time I open the web map again.
Perhaps I was a bit unclear in my previous answer. To hide the time slider in a map, you need to open the properties tab of the time enabled layer in that map, and disable time for the layer. Then it will stay hidden if you save your map with this setting enabled.
