Esri's OSM material is pulled from the "Daylight Distribution", which is an augmented OSM extract that goes through some additional validation, and cleaning. The release schedule on Daylight is every two weeks, but it isn't always consistent. Because of the extra processing, a release today may only reflect OSM data from a week or two prior.

Further, once a Daylight update hits, it doesn't immediately get over to the OSM side. In general, you can assume that the OSM basemaps will be updated within 1 to 2 months of a change being made to OSM itself.

Note that Daylight itself is going away later this year. https://daylightmap.org/2024/05/03/sunsetting-daylight.html

I don't know Esri's plan with that, if they're switching to Overture or what, but if you want to continue using OSM data and have it stay current, you may be better off processing your own extract.
