Is anyone else having issues publishing at the moment? Appears to be a service disruption with only the following error message--

Sending to Publishing...
...Uploading Service Definition
Failure! -- ERROR 999999: Something unexpected caused the tool to fail. Contact Esri Technical Support (http://esriurl.com/support) to Report a Bug, and refer to the error help for potential solutions or workarounds.
Failed to execute (UploadServiceDefinition).

The issue is only impacting specific hives. It is not a global issue. If your org is hosted out of https://services8.arcgis.com, all appears good there. https://services1.arcgis.com seems to be having an issue.

In limited testing using both AGOL and SAML authenticated accounts, the issue persists. There is some small degrees of success when trying to publish a new layer. In a few cases, when it errors out, you can click publish on the Service Definition that is uploaded and it will continue to create the service, even though it failed on the publish.

Talked with Esri tech support this morning about it and after we got past the whole, you don't need a screen share session to review what I am telling you and the logs piece, they are escalating the issue.

Again, only appears to impact Hive 1 (https://services1.arcgis.com)
