Hi,

What does this URL means? please explain?

How to publish my services like below URL? 

http://services5.arcgis.com/xxxxxx/arcgis/rest/services/

The above example is a REST URL of ArcGIS Server. It will contain the access to the GIS services published from ArcGIS Server.

You will need an ArcGIS Server (preferably configured with Web Adaptor) to publish REST services. You could author the map using ArcMap, and share it as a service to ArcGIS Server.
