Overwrite Feature Layer Removing Sharing Rights?

So I'm new to AGO and have so far been pretty much self taught on everything. I've been Experimenting with the overwrite feature when republishing a layer and I've discovered that every time I republish a layer, it removes all the sharing permissions set against that layer. Is there a way to maintain these rights or do they have to be reset every time manually through AGO?

The Sharing tab is missing when setting the properties of the layer before hitting publish to overwrite unlike when publishing a new layer so can't set it there.

I could not reproduce this with 10.3.  I just performed the following test:

1.  Uploaded a feature service to AGOL

2.  Shared the feature service with several groups

3.  Overwrite the service

When checking the service, it was still shared with the Groups.  What version of ArcGIS Desktop are you using?

The Sharing tab not displaying appears to be as designed:

Hi mate. We're currently still on 10.1 and I've only done it a couple of times and noticed something changed when other users said they couldn't see the data any more. Possibly another reason to push for the upgrade!

I've also been having this problem. Every time I overwrite my feature services, all of the settings revert back to their defaults. This include sharing settings, editing permissions, etc. Even the thumbnail image is removed.

Most seriously for my purposes, overwriting a feature service also resets all of my custom popups back to the default format. I have spent a good deal of time optimizing the popups and it's more than frustrating to have to redo all of my changes every time I update our online maps (which is weekly).

I'm using 10.2.2. All of our data is in the standard Water Utilities data model (March 2017 version) and I used standard ESRI solutions to publish my Water, Sewer, and Stormwater data to AGOL.

Any help would be most appreciated.
