This is about the vector tile base layer (World_Basemap_GCS_v2).
In Moscow, it's missing a lot of english labels that are present in the OSM data (the `name:en` tag).
For example, there is a park called "Тайницкий Сад" in Russian, and it has a name:en of "Tainitsky Garden", but the Esri base layer labels it as "Taynitskiy sad" which appears to be a transliteration, as googling that phrase yields no results.

The perception from our customers is that "Moscow has no English labels".
Is the tileset frozen, or is there a plan to ingest OSM labels into the tileset?
