Is it possible to change the symbol colors for Map Notes in a web map?  The army green doesn't work well for my use.

Are you using AGOL or a custom map? Can you provide some screenshots?

After speaking with support, I will try something in WAB or beta EXB. The goal was create a way for my co-workers, who do not currently have subscriber logins to AGO, to be able to "Markup" utility web map for corrections.

I called support and it is not currently possible to change color or symbols for the Map Notes (saved as feature collections in the AGO web map). May be a good one for enhancement suggestion.

Try using the Draw Widget in WAB.  You can place individual marker symbols from a picklist and add colored text labels to them.  The documentation is here:  Draw widget—ArcGIS Web AppBuilder | Documentation
