Limitations for editing

Hi,
I have a hosted feature service that I want the public to be able to add points but not update or delete.
and I want to give the ability to update or delete to one person.

is there such a thing on AGOL?

Yes. You can configure the feature service to only allow people to add new features. Also, as the owner or administrator, when you want full editing control, you can open the feature service with full editing. Both of these are done from the item details page of the feature service. See the attached.
