Labels are flashing/blinking in Map Viewer and Instant App

Ever since the Feb 2024 update, my labels are flashing/blinking in Map Viewer and Instant App.  They weren't doing this before.  I've sent a link to a coworker who doesn't see the flash/blink.  I've tried several things but the labels continue to do this.  Newly published items since the update are doing this as well.

Can you share the map and give some info on your device that's showing this issue

operating system and version, browser and version, CPU, graphics card, RAM, is hardware acceleration enabled?

For me, any of the published items that has a generated label, the label flashes.  It eventually stops after about 5 seconds, but once you zoom in or out, the flashing begins again. 

Windows 10 Enterprise, 22H2

Chrome 122.0.6261.95 and Edge 122.0.2365.66

CPU:  Intel(R) Core(TM) i9-10885H CPU @ 2.40GHz

Graphics Card:

NVIDIA Quadro RTX 4000 with Max-Q Design

I'm having the same exact problem and I'm the only person I know of in my organization who is experiencing it - I submitted a tech support request to Esri. Hopefully it will be resolved soon because it really makes viewing and editing maps difficult.

I am currently experiencing the same issues. It's bad timing too as we just launched a pilot project using experience builder so my hope is others aren't having label flickering as well. 

Here are my specs: 

Windows 10 Pro

Chrome Version 122.0.6261.95

Processor Intel(R) Core(TM) i7-10750H CPU @ 2.60GHz 2.59 GHz

Installed RAM 32.0 GB (31.8 GB usable)

Graphic Acceleration is On

Same issues here, blinking labels. Not only Experience, but Map Viewer too (Classic does not have that problem).
