Is Removing Zoom Capabilities possible?

Hello,

I have created a map of locations of conservation easements using ArcGIS Online and while, this is for the purpose of displaying property locations, Id like to limit the ability of the user to zoom, because we do not want the user to see how to access the properties, because they are not open for public use. Is this possible?

No, not with arcgis.com. However you could download one of the template applications and customize it, then put it on your own web server.
