Can someone confirm that these new tools cost credits?

Is it possible to have a account user type where no functions that cost credits can be accessed - apart from the basics incurred from viewing existing content? That would be a useful role to have !

Yes, it does cost credits, as described here

At the present time, there is no way to create an account that restricts credit usage. It is a good idea and we are investigating ideas to allow an administrator to control credit consumption.
