Is it possible to edit an Arc Online Feature Class I don't own (without paid software)?

I have the free version of Arc Online. There are several layers available on the ArcGIS Online database I'd like to edit and host via my account.

Is there any free software that will allow me to download online layers, edit their attribute table, and save? I only need to edit attributes & attribute table https://routerlogin.uno/.

Used to do this all the time in Map & Pro but no longer have access.

It depends. If you want to edit the layer directly, then editing has to be enabled by the person who owns the data. If you're just looking to download a copy and work with it elsewhere, sure, you could do that in all sorts of ways.

QGIS is one which has particularly good support for working with AGOL layers, and can frankly download a layer from AGOL more easily than you can from Pro. But you could also just download the layer as GeoJSON, which you can edit on the web, through Google Earth, or any number of other tools.
